FARA eFile Frequently Asked Questions

FARA eFile is the method of electronically filing documents with the U.S. Department of Justice under the Foreign Agents Registration Act of 1938, as amended (FARA). It is intended for registrants to initiate, renew, and update their FARA registration as required under FARA.

Section 612 of FARA was amended by the Honest Leadership and Open Government Act of 2007 to require that a registration statement or supplement, required to be filed under FARA, be filed in electronic form, in addition to any other form that may be required by the Attorney General. DOJ acknowledges that we serve a broad range of registrants, some of whom may have a limited ability to access the Internet. All active registrants as of June 30, 2022 have been migrated to the new FARA eFile system. Current registrants can log in with their account number, registration number, and password.

Effective 9/23/2019, all initial registration statements must be submitted online using the new FARA eFile system. All required materials must be provided via online forms. Before transmitting the information, the system will assist you with locating and providing an entry for any fields that may have been left empty earlier in the process. You will then be shown a preview of the information you are about to submit before sending it to the FARA Unit. This process will also enter the information onto the registration forms.   • All FARA forms must be submitted using the new FARA eFile system. The system provides registrants with assistance in locating and providing an entry to all fields required for filing specific registration updates and Supplemental Statements. You will be able to view a preview of the information you are about to submit before sending it to the FARA Unit. This process will also enter the information onto the appropriate registration forms. You will have access to download the completed forms prior to submission.

  • Electronic Signature(s): FARA eFile requires a signature page to be uploaded for each submitted registration form. The page requires a wet signature from each individual signing the form and can be downloaded here

FARA eFile accepts only PDF attachments and comma-separated value (CSV) templates to bulk import certain registration data. Information on the CSV templates can be found here

The size limit per file is 250 MB.

There are three payment options. 1) Filers may pay online via credit card or ACH debit (checking) through the U.S. Treasury website at pay.gov. 2) Filers may also choose to mail checks to the FARA Unit. If a check is mailed, the filer must include the registration number on the check. 3) Filers may also pay in person at the FARA Unit’s public office.
